 Evans City Water and Sewer Authority Meeting

March 17, 2021

Call to order: The meeting was called to order by Ed Tanski at 6:02 p.m.

·         Members present; Ed Tanski, Joe Weltner, Vito Pilosi, III, Bob Dugan, and Gary Nicklas.

·         Others present: Philip Lope, Esq., Mark Smith, HRG, Laura Kamienski, Michael Kirin, and Dianne Zoelle, Evans City Borough Council

 

Public Session:  This meeting was open to the public, both in person and virtually.

·         Mayor Zinkhann – regarding landscaping restoration schedule from waterline project.

Review of minutes from February 17th, 2020:

Motion by Vito Pilosi, III to approve February 17th, 2020 minutes as amended.

Seconded by Bob Dugan. Unanimously approved.

Chairman’s Report:  Ed Tanski

·         Report back and commendations for staff and contractors Mars Evans City Road project.

 

Committees:

·         Discussion regarding scheduling meeting of Borough Cooperation Committee.

 

Bills / Budget / Accounts Payable:

 

·         Discussion regarding reconciling the Mars Evans City Road Project general ledger accounting issues, which is skewing the budget report numbers.

 

Motion by Vito Pilosi, III to approve bill payments, accounts payable, and transfers as presented.

Seconded by Bob Dugan. Unanimously approved.

ACCOUNTS RECEIVABLE

·         There was $418.53 in late charges generated on March 1st, 2021.  72 delinquent notices were sent on 03-15-2021. We have 10 active payment plans.

 

WE BILLED $161,774.01 EC BORO & $16,372.68 CALLERY BOR0 DECEMBER 2020 BILLING

TOTAL $178,146.69.

 

Action Items:

·         Review budget, billing, transfers, and aging report.

Discussion Items:

·         Vogel credit request water leak. Account is water only.

ü  ECWSA does not issue credits for water leaks. Sewage credits accepted on a case-by-case basis.

·         Russell Zoelle, Jr. 208 Elizabeth Avenue letter.

ü  Letter to be issue requesting receipts and documentation for expenses related to issue.

·         Approve Graf Construction Tap Application

 

Motion by Joe Weltner to approve tap application from Graf Construction for 410 North Washington Street.

Seconded by Bob Dugan. Unanimously approved.

 

·         After 05/31/2021 Quickbooks 2018 will no longer be supported.

Operations Report:
Michael Kirin

·         No violations

·         Plant computer issues have been resolved.

Engineering Report: Mark Smith, HRG

·         Report back regarding flow test for Havenwood Development project.

§  Revised plans have been received.

 

·         Updates on Gaw Property Residential Development.

§  Elevation stipulations.

§  10-inch install would create enough pressure for fire flow and no negative pressure.

 

·         Meter Pit clause to be added to Rules & Regulations section 8.18. Draft for next meeting.

·         Harmon subdivision capacity letter was sent. 1EDU in Callery.

MEC PENNVEST PROJECT

·         Original project has been completed.

·         Will return late March to early April to finish work on yard restoration and any additional work assigned.

·         Discussion regarding remaining project funds allocations.

ü  Remove malfunctioning valves and line on west side of town near the school.

ü  Pioneer Road valve at Main Street. Cap at T and discontinue that line.

ü  Discussion regarding existing valve and stretch of pipe at old water plant.

 

Motion by Joe Weltner to approve Mars Evans City Road requisition 8 at $50,933.86 as presented.

 Seconded by Bob Dugan. Unanimously approved.

 

Solicitor’s Report:  No report.

 

Miscellaneous Business: Vito Pilosi, III

 

·         Discussion regarding sale of Massey Ferguson Backhoe. Recommendation by Vito Pilosi, III to enter it for sale at Louks Wholesale Tractor Consignment Auction on March 27th, 2021.

 

Motion by Vito Pilosi, III to take the Massey Ferguson Backhoe to auction as presented with a reserve price of $4,000.00. Seconded by Bob Dugan. Unanimously approved.

 

Meeting moved to executive session at 7:12.
