February 16, 2022 ECWSA Meeting Minutes

Call to order: The meeting was called to order by Ed Tanski at 6:04 p.m.

·         Members present; Ed Tanski, Vito Pilosi, III, Joe Weltner, Tim Green, Gary Nicklas, and Bob Dugan

·         Others present: Chris Reese, Esq., Mark Smith, HRG, Marty Fabian, Hunter Hoffman, and Laura Kamienski.

 

Public Session:  This meeting was open to the public.

·         Borough Council Representative Patty Tuminelli-Murphy attended.

 

Review of minutes from January 19, 2022

 

Motion by Joe Weltner to approve January 19, 2022, minutes as presented.

Seconded by Bob Dugan. Unanimously approved.

 

Chairman’s Report:  Ed Tanski – No report

 

Committees: No reports.

 

Transfers:

·         Discussion and motion to exclude bond savings transfer.

 

Motion by Vito Pilosi, III to approve monthly transfers as amended.

Seconded by Bob Dugan. Unanimously approved.

 

Accounts Payable:

 

Motion by Bob Dugan to approve accounts payable as presented.

Seconded by Gary Nicklazs. Unanimously approved.

Budget Report:

 

Motion by Vito Pilosi, III to approve the budget report as presented.

·         There was $425.76 in late charges generated on February 1st, 2022. Delinquent notices going out tomorrow.

TOTAL $182,666.73

·         Public Official Financial Interests Statements. Need ASAP

·         We can close Northwest Bank MECR Pennvest Account

Operations Report: Martin Fabian

·         Discussion regarding MECR Pennvest Project missed tap connection invoice for connection.

·         Discussion regarding training class for Hunter.

·         Discussion regarding Fastenal quotation for bolt bins.

·     Engineering Report: Mark Smith, HRG

·         Chapter 94 Report is in process to be submitted before March 31, 2022.

·         Callery Pump Station Planning Module is complete and submitted to DEP.

·         Mark Gordon from Butler County will attend next meeting regarding ARPA funding and possible grants.

·         No activity on Havenwood. The escrow account needs to be replenished.

·         MECR Pennvest project final check is being sent to Mortimers.

·         Franklin Road Water Main Extension – Uniform Environmental Report has been submitted to DEP.

·         Chapter 110 Reporting has been completed.

·         Our meter reading ratio has improved by 10% from last year.

·         Discussion regarding LB Water quotation for automatic meter reading system.

·         Discussion regarding changing meter usage multiplier from 1000 to 100, 10, or 1.

·         Discussion regarding Cross Connection Backflow Prevention program.


Motion Joe Weltner to approve the HRG proposal for the Callery Pump Station design, permitting, land acquisition, and easements as presented. Seconded by Bob Dugan. Unanimously approved.

 

Solicitor’s Report:  Philip Lope, Esq.

§  Discussion regarding rules and regulations and resolutions regarding inspection and dye testing.

Miscellaneous Business:  

·         Discussion regarding Ascensus meter readings and calibrations.

 

Motion to adjourn by Ed Tanski. Seconded by Bob Dugan. Unanimously approved.
